What is ECO4?
ECO4 is the UK government’s Energy Company Obligation (ECO) running through to March 2026. It funds energy-efficiency upgrades for eligible households via obligated energy suppliers. The goal is to lift EPC ratings, lower running costs, and reduce fuel poverty. Most of the grants are in excess of £30,000.

Who can qualify?

2. Who provides the funding?
Large energy suppliers are required by law to fund improvements through ECO4. We all contribute to this initiative through our fuel bills, as part of what’s called the “green levy” – 6% of gas bills and 11% of electricity bills go towards this fund.

3. Do I have to repay the grant?
No, ECO4 is not a loan. In some cases, a small customer contribution may apply, but this will always be confirmed in writing before any work starts. The grants are not paid back — they’re designed to make homes warmer and more efficient.

4. Who qualifies for ECO4 in Newport & Gwent?
You will qualify if your household receives certain Government income-related benefits. Flexible routes also exist for households in fuel poverty or considered vulnerable to the cold.

5. Can I apply if I don’t receive benefits?
Yes, there is a “low-income route” and a “health condition” route shown below. There is also a Child Benefit route, which is covered in FAQ 4.

Sometimes. ECO4 prioritises low-carbon systems, but old or broken boilers can be replaced where they form part of a wider energy-efficiency plan.

9. What if my property already has an EPC?
EPCs can be up to 10 years old and somewhat out of date. We have to know the energy efficiency rating of the property on the day that we survey it.
We will use your existing EPC data to give us an idea of whether your enquiry is a starter or not. In any event, we will produce an EPR and not an EPC. An EPR is an unregistered EPC.

10. How long does the process take?
